How to Ship Drums by LTL Freight
Drums ship by LTL on pallets, not loose. Learn how to package, measure, classify, and quote a drum shipment, including hazmat and empty drum rules.

The safest general approach is to close and inspect each drum, place it on a suitable pallet, prevent it from sliding or rolling, and secure the completed unit with load-specific banding and stretch film. The pallet must support the concentrated weight of the drums, and nothing should extend beyond its footprint.
Some carriers accept certain non-palletized drums through LTL service, but that is a carrier-specific exception rather than a reason to assume a loose drum will be accepted. Confirm the carrier’s current packaging rules before pickup. If the contents are hazardous, packaging and transportation requirements must be determined before booking.
Start with the contents and the drum
A drum shipment cannot be prepared correctly from its shape alone. Begin with four questions:
- What is inside the drum?
- Is the drum compatible with that material?
- Is the closure installed and sealed as the drum manufacturer specifies?
- Is the drum authorized and in suitable condition for transportation?
Steel, plastic, and fiber drums have different construction and closure systems. Drums also come in capacities other than the familiar 55-gallon size. Do not infer the package’s rating, permitted contents, or gross capacity from its appearance.
Inspect the body, seams, chimes, closure, gasket, and fittings. Do not tender a drum that is leaking, bulging, badly corroded, punctured, or structurally compromised. Clean residue from the exterior so any active leak can be detected and shipping marks remain visible.
For liquids, keep the drum in its intended upright orientation unless its design and applicable rules expressly permit otherwise. Leave required headspace and follow the closure instructions for the specific package. A tight-looking plug is not proof that the closure was installed to its tested specification.
Check whether hazardous-materials rules apply
The contents determine whether a drum shipment is regulated as hazardous material. This affects much more than the label on the outside. The proper shipping name, hazard class, identification number, packing group when applicable, authorized packaging, quantity limits, marks, labels, shipping papers, emergency-response information, training, and carrier acceptance may all matter.
Use trained hazardous-materials personnel to classify the contents and prepare the shipment under the current Hazardous Materials Regulations. Confirm that the selected carrier accepts that material and service combination before scheduling pickup. General LTL packaging advice does not replace those duties.
An emptied drum also needs a real determination. Under 49 CFR 173.29, an empty packaging containing only hazardous-material residue is generally transported in the same manner as when it contained a greater quantity, unless an applicable exception is satisfied. Do not describe a used drum as nonhazardous merely because most of its contents were removed.
If the contents are not regulated, retain the product identity and an accurate commodity description for classification and carrier review. “Drums” describes the package, not the commodity inside it.
Choose a pallet that supports the load
Filled drums can place substantial weight on a small contact area. Use a sound pallet whose design and capacity are appropriate for the completed load. A solid deck or anti-skid surface helps support the drum bottoms and resist movement. If using a deck-board pallet, verify that the drums have adequate support and that the boards and stringers can carry the load.
Size the pallet for the actual arrangement. Each drum must sit completely inside the deck with no overhang. Leave usable fork access and keep straps, film tails, fasteners, and blocking out of the entry openings.
The familiar 48-by-40-inch pallet is common, but it is not automatically suitable for every drum pattern or weight. Lay out the actual drums, confirm the contact points, and select the pallet accordingly. Never squeeze an arrangement onto an undersized pallet simply to reach a common footprint.
Prevent cylindrical drums from moving
Drums can slide, rotate, and work against their restraints as the shipment encounters vibration and changes in direction. The unit needs resistance in both lengthwise and crosswise directions.
Place the drums upright in a compact, balanced arrangement. Use chocks, cleats, a fitted tray, or another compatible blocking method when necessary to prevent movement across the deck. Blocking should be structurally attached or designed for the pallet and should not damage the drum wall or interfere with forks.
For multiple drums on one tier, a horizontal perimeter band can help keep the group together. Vertical bands can connect the load to the pallet. Because a strap can migrate across a curved drum top, a suitable top frame, cap, or edge-protection system may be needed to keep the securement in position and distribute force.
Apply enough tension to restrain the load without denting, distorting, or weakening the drums. Bands should run through or beneath appropriate pallet components, not merely around unsupported deck boards. Keep buckles and sharp band edges from contacting vulnerable drum surfaces.
Stretch film can help unitize multiple compatible drums and maintain contact within the group. Anchor it to the pallet and apply it consistently around the load. Film is not a substitute for a sound pallet, positive blocking, or load-appropriate banding, and it should not hide leaks or required marks.
Treat stacking as a separate decision
Do not stack drums simply because another tier fits. The drum design, closure, contents, pallet strength, nesting features, securement system, and carrier rules all affect whether a stacked configuration is suitable.
FedEx’s current freight packaging guidance, for example, says not to stack more than two drums high and says stacked units should be nestable. That is useful carrier guidance, not permission to double-stack every drum shipment. Other carriers or commodities may impose different requirements or prohibit the arrangement.
If you cannot verify that the entire stacked unit is stable and authorized, use a single tier or separate pallets. Quote the shipment’s true pallet count and finished dimensions rather than building a taller unit solely to reduce the number of handling units.
Also distinguish stacking drums on the same prepared pallet from allowing another shipment to be placed on top of the finished pallet. A rounded, uneven, or lightly protected top surface is not a dependable stacking surface. Report the completed handling unit as nonstackable when it cannot safely support freight above it, subject to the carrier’s definition and rules.
Follow applicable NMFC packaging requirements
The National Motor Freight Classification includes general packaging specifications, commodity-specific minimum packaging requirements, and performance-based options. The applicable requirement depends on the commodity description and package, not just the fact that the freight is in drums.
Current freight class can depend on the applicable NMFC provision and the shipment’s density, handling, stowability, and liability characteristics. Do not assign one class to all drum shipments or use an old class associated with empty drums as a shortcut. Confirm the current NMFC item and packaging requirement for the actual commodity and shipment.
Packaging can also affect the shipment’s finished dimensions and handling characteristics. Measure and classify the freight as it will be tendered, after palletization and securement.
Inspect the completed drum pallet
Before pickup, walk around the handling unit and check that:
- Every drum is closed, upright, undamaged, and free of visible leakage.
- The pallet supports the full drum footprint and shows no broken or weakened components.
- The drums cannot slide, rotate, or lean within the securement system.
- Blocking, bands, top protection, and stretch film remain correctly positioned.
- Nothing overhangs the pallet or blocks the intended fork openings.
- Required shipping labels, hazardous-materials marks, and handling instructions remain visible.
- The total weight does not exceed the package, pallet, or carrier limits that apply.
- The declared stackability matches the completed unit’s actual construction.
If the load shifts during inspection, rebuild the unit. Adding another layer of film around an unstable arrangement does not correct inadequate support or blocking.
Measure and quote the finished shipment
Record the greatest finished length, width, and height of each pallet, including the pallet, bands, top protection, blocking, film, and any projections. Weigh the entire handling unit, not just the contents or individual drums.
Prepare the number of drums and pallets, gross weight, packaged dimensions, accurate contents and commodity description, applicable NMFC item and class when known, and truthful stackability. Also provide origin and destination ZIP codes, pickup date, and required services such as liftgate, limited-access, appointment, or residential service when they apply.
For a regulated shipment, the quote request must not be the first time its hazardous-materials status is considered. Have the compliant description, packaging details, documentation, and carrier-acceptance information ready before tendering the freight.
